China has called on the United States to stop interfering in the internal affairs of other countries under the pretext of human rights issues.

China's Foreign Ministry Spokesman Hong Lei urged Washington to focus on improving its own human rights conditions, saying, "We advise the US side to reflect on its own human rights issues and not to position itself as a preacher of human rights," the state-funded BBC reports.

China called the US-led wars in Afghanistan and Iraq the explicit examples of America's violation of human rights.

"[The US should] stop using the issue of human rights reports to interfere in other countries' internal affairs," the Chinese politician added.

Hong says China welcomes talks about rights on the basis of equality and mutual respect. However, he added that Beijing resolutely opposes meddling in other countries' affairs, and that it also opposes US interference in China's internal affairs.

The development comes following the annual release of US State Department's report on human rights, which criticized China for rights abuses.

The American report, considered by many observers as more of a political document against countries not in good terms with the US, accused Beijing of stepping up restrictions on lawyers and journalists.

US Secretary of State Hillary Clinton also claimed on Friday that Beijing's record on human rights was worsening.

"We remain deeply concerned about reports that since February, dozens of people including public-interest lawyers, writers, artists, intellectuals and activists have been arbitrarily detained and arrested," Clinton said.

The Asian country has also been accused by the US of tightening controls on civil liberties and imposing more restraints over the press and internet access.

63 percent of people killed in Iraq war were civilians: report

BEIJING, April 10 (Xinhua) -- U.S.-led wars in Iraq and Afghanistan have been causing huge civilian casualties with 63 percent of some 109,000 people killed in the Iraq war being civilians, according to a report on the U.S. human rights record released on Sunday.

The figures were quoted from a WikiLeaks trove by the Human Rights Record of the United States in 2010, which was released by the Information Office of China's State Council in response to the country reports on Human Rights Practices for 2010 issued by the U.S. Department of State.

Figures from the WikiLeaks website also revealed up to 285,000 war casualties in Iraq from March 2003 through the end of 2009, according to the report.

"The U.S. military actions in Afghanistan and other regions have also brought tremendous casualties to local people," said the report.

The report cited the notorious case on a "kill team" formed by five soldiers from the 5th Stryker Combat Brigade, 2nd Infantry Division of the U.S. forces in Afghanistan. The team had committed at least three murders, where they randomly targeted and killed Afghan civilians, and dismembered the corpses and hoarded the human bones.

In addition, the U.S.-led North Atlantic Treaty Organization troops had caused 535 Afghan civilian deaths and injuries in 2009. Among them 113 civilians were shot and killed, an increase of 43 percent over 2008, the report quoted McClatchy Newspapers as saying.

A Cruel and Unusual Record

THE United States is abandoning its role as the global champion of human rights.

Revelations that top officials are targeting people to be assassinated abroad, including American citizens, are only the most recent, disturbing proof of how far our nation’s violation of human rights has extended. This development began after the terrorist attacks of Sept. 11, 2001, and has been sanctioned and escalated by bipartisan executive and legislative actions, without dissent from the general public. As a result, our country can no longer speak with moral authority on these critical issues.

While the country has made mistakes in the past, the widespread abuse of human rights over the last decade has been a dramatic change from the past. With leadership from the United States, the Universal Declaration of Human Rights was adopted in 1948 as “the foundation of freedom, justice and peace in the world.” This was a bold and clear commitment that power would no longer serve as a cover to oppress or injure people, and it established equal rights of all people to life, liberty, security of person, equal protection of the law and freedom from torture, arbitrary detention or forced exile.

The declaration has been invoked by human rights activists and the international community to replace most of the world’s dictatorships with democracies and to promote the rule of law in domestic and global affairs. It is disturbing that, instead of strengthening these principles, our government’s counterterrorism policies are now clearly violating at least 10 of the declaration’s 30 articles, including the prohibition against “cruel, inhuman or degrading treatment or punishment.”

Venezuela rejects the false and defamatory content of the “Country Reports on Terrorism 2011″

The Bolivarian Republic of Venezuela rejects most firmly and categorically the false and defamatory content of the “Country Reports on Terrorism 2011″ published by the State Department of the United States of America on July 31, 2012.

The government of the United States, once again, presents these unilateral and interventionist reports which express a tendentious and distorted opinion of the policies of other countries, on a matter such as terrorism about which, moreover, that country has no moral ground on which to make pronouncements.

It is precisely the government of that country and its double morality which has been widely denounced by Venezuela at the United Nations for giving shelter and protection to recognized international terrorists, as is the case with Luís Posada Carriles, sought by Venezuelan justice for placing a bomb on flight 455 of Cubana de Aviación, which cost the lives of 73 people in 1976; and the case of Raúl Díaz Peña, a terrorist sentenced under Venezuelan law for having placed explosives in the diplomatic missions of Spain and Colombia in Caracas in 2003. Both are protected by the hypocritical anti-terrorist policy of the U.S. government.

It is lamentable that for those countries such as ours that are truly committed to the anti-terrorist struggle on an international level, that countries like the United States maintain the practice of issuing reports that have no validity because they contain no verified information, and, therefore, are obviously political instruments for defamation. An example of their malicious lies is the list of “State Sponsors of International Terrorism,”  which is unilaterally and arbitrarily includes the Republic of Cuba, a country that complies with periodically presenting true and exact information to the pertinent mechanisms of the United Nations for matters relating to confronting terrorism.

The Bolivarian Republic of Venezuela considers the publication of this defamatory document an unfriendly act and rejects it in its totality, while reiterating its complaint against the United States for continuing to allow its territory to serve as a refuge for international terrorists sought by Venezuelan justice.
