NEW ORLEANS – Bullet-makers are working around the clock, seven days a week, and still can't keep up with the nation's demand for ammunition.
Shooting ranges, gun dealers and bullet manufacturers say they have never seen such shortages. Bullets, especially for handguns, have been scarce for months because gun enthusiasts are stocking up on ammo, in part because they fear President Barack Obama and the Democratic-controlled Congress will pass antigun legislation — even though nothing specific has been proposed and the president last month signed a law allowing people to carry loaded guns in national parks.
Gun sales spiked when it became clear Obama would be elected a year ago and purchases continued to rise in his first few months of office. The FBI's National Instant Criminal Background Check System reported that 6.1 million background checks for gun sales were issued from January to May, an increase of 25.6 percent from the same period the year before.
"That is going to cause an upswing in ammunition sales," said Larry Keane, senior vice president of the National Shooting Sports Foundation, a trade association representing about 5,000 members. "Without bullets a gun is just a paper weight."
The shortage for sportsmen is different than the scarcity of ammo for some police forces earlier this year, a dearth fueled by an increase in ammo use by the military in Iraq and Afghanistan.
"We are working overtime and still can't keep up with the demand," said Al Russo, spokesman for North Carolina-based Remington Arms Company, which makes bullets for rifles, handguns and shotguns. "We've had to add a fourth shift and go 24-7. It's a phenomenon that I have not seen before in my 30 years in the business."
Americans usually buy about 7 billion rounds of ammunition a year, according to the National Rifle Association. In the past year, that figure has jumped to about 9 billion rounds, said NRA spokeswoman Vickie Cieplak.
Jason Gregory, who manages Gretna Gun Works just outside of New Orleans, has been building his personal supply of ammunition for months. His goal is to have at least 1,000 rounds for each of his 25 weapons.
"I call it the Obama effect," said Gregory, 37, of Terrytown, La. "It always happens when the Democrats get in office. It happened with Clinton and Obama is even stronger for gun control. Ammunition will be the first step, so I'm stocking up while I can."
So far, the new administration nor Congress has not been markedly antigun. Obama has said he respects Second Amendment rights, but favors "common sense" on gun laws. Still, worries about what could happen persist.
Demand has been so heavy at some Walmarts, a limit was imposed on the amount of ammo customers can buy. The cutoff varies according to caliber and store location, but sometimes as little as one box — or 50 bullets — is allowed.
At Barnwood Arms in Ripon, Calif., sales manager Dallas Jett said some of the shortages have leveled off, but 45-caliber rounds are still hard to find.
"We've been in business for 32 years and I've been here for 10 and we've never seen anything like it," Jett said. "Coming out of Christmas everything started to dry up and it was that way all through the spring and summer.
Nationwide, distributors are scrambling to fill orders from retailers.
"We used to be able to order 50 or 60 cases and get them in three or four days easy, it was never an issue," said Vic Grechniw of Florida Ammo Traders, a distributor in Tampa, Fla. "Now you are really lucky if you can get one case a month. It just isn't there because the demand is way up."
A case contains 500 or 1,000 bullets.
At Jefferson Gun Outlet and Range in Metairie just west of New Orleans, owner Mike Mayer is worried individuals are going to start buying by the case.
"If someone wants to shoot on the weekend you have to worry about having the ammunition for them. And I know some people aren't buying to use it at the range, they're taking it home and hoarding it."
With demand, prices have also risen.
"Used to be gold, but now lead is the most expensive metal," said Donald Richards, 37, who was stocking up at the Jefferson store. "And worth every penny."
Yesterday, a convoy of twelve 'blacked out' Mercedes Benz SUV’s were brought into town. They were already painted with Hardin’s colors and ‘Hardin Police Force’ was already painted on them! Hardin’s sheriff’s department will no longer be in operation after the month of October. During October, the Sheriff’s Department is to train this new security force in all the logistics of running the town of Hardin. If you go on the American Police Force site, you might notice that the logo they use is actually a Russian logo. I have been told that the man who came with this new security force as the captain, has a thick Russian accent.
Earlier this month, in an interview in regards to this Hardin prison and the training center that they are planning to build, we were told that seventy five percent of the security officers that were to be trained would be ‘international’.
This private security force is already patrolling the town. They had several people stopped yesterday. Also, it appears that they are building some type of heavy duty gate at the entrances of our town.
In an interview, the American Police Force security has stated that they will stay here one month to assess the population and then they will make their permanent base here. They said they are scouting out thirty towns in the U.S. but that Hardin is the first. Also, President Obama has authorized and signed a bill for full government funding of the privatization of the police departments throughout the U.S. By the end of October, it is their plan to have all major cities locked down!
In an interview with one of the city council members, he stated that this new H1N1 shot which has not been tested will be mandatory and if a resident of our town refuses, they will be taken to our prison where they will be quarantined. A federal law has been passed that makes it mandatory that all health care workers have to take this new shot. If they do not, they will automatically loose their jobs.
The new federal law that is in place makes gives you four choices in regards to this new shot. One, you can voluntarily take it or you can refuse and be taken to a place to be quarantined, or as an alternative; if you refuse, you can have a chip placed in you to track you or a tracking bracelet which cannot be taken off. The state borders will be manned and locked down in the near future in regards to this mandatory shot.
I am also told by a reliable source that today one of the managers at a local business in Hardin was visited by this new private security force which is now the new Hardin Police Department. He is an avid hunter and they came to inform him that they had a list of all fire arms that he owned; this includes all the residents of our town, and that he would need to take his guns down to have them put a marking device on them.
Also, today, one of the main streets in Hardin was completely blocked off and they have been setting up information booths where they are passing out pamphlets with information on this new H1N1 shot.

Reports: Mysterious, unregistered security firm policing Montana town
A mysterious, reportedly unregistered and almost entirely unknown private security firm by the name "American Police Force" is causing a stir in a small Montana town for apparently impersonating local police.
According to a local media report, APF representatives were recently seen in the tiny town of Hardin, Montana, driving black SUV's with a peculiar logo and, inexplicably, "City of Hardin Police Department" stamped on the door.
However, Hardin does not have a police force.
The town instead contracts with the Big Horn County Sheriff's Department for patrols, according to KULR 8 in Billings, Montana.
According to the news agency, APF was never given permission to assume policing duties. Instead, the firm -- which the Associated Press reported to be unregistered in government databases -- gained its contract with the town on the promise of bringing inmates to an unpopulated prison complex.
An image on KULR's Web site shows the insignia on the APF vehicles, which has caused some concern on the Internet as being of conspiratorial origin.
APF's coat of arms, a clearer version of which appeared on the group's Web site (which had been taken down at time of this writing but is viewable here), shows a double-headed eagle with a red shield and white cross borne on its breast.
The coat appears very similar to the insignia attributed to one Prince Aleksandar Karageorgevich, based on RAW STORY's analysis of images hosted by Burke's Peerage & Gentry International Register of Arms. The site notes the coat as hailing from the Royal crown of Serbia.
However, the significance or implied nationality of the insignia's crown could not immediately be identified.
The double-headed eagle itself has been used repeatedly throughout history by many cultures as a symbol of empire, dominance and power.
Hardin, home to about 3,400 people, is in the state’s poorest county. Its unoccupied, 460-bed prison cost $27 million to construct. The town made national headlines earlier this year when local officials pleaded to have Guantanamo Bay inmates sent to the jail.
Montana Democratic Senator Max Baucus and other Republican lawmakers have stood in the way of moving Guantanamo inmates stateside, claiming they would present an increased security risk. The political calculation has led the White House to caution that its promise to close the controversial facility in January may not materialize on schedule.

Things are moving so quickly and we are out of time! We have found out that our little town of Hardin is the 'test town' for President Obama’s new law to privatize the police force of local communities. Last night, the city council voted to disband our sheriff’s department and to bring in a private security company to police the town.
Interestingly, earlier in the day, the mayor when asked in an interview about the privatization of our police department completely denied it and said that would not be done with out a council meeting. Then that evening, a council meeting was held in regards to that very thing. At the beginning of this month, our local prison signed an agreement with the American Police Force which is a subsidiary of a larger private security force that the U.S. used in the Iraq war and Hurricane Katrina.

Military convoy to converge on county today

In a matter of hours, hundreds of soldiers will converge on Obion County.
But local residents need not be alarmed.
Soldiers from the U.S. Army’s 101st Airborne Division, based at Fort Campbell, Ky., are scheduled to arrive starting this afternoon in an impressive convoy of military vehicles — complete with helicopters flying overhead — that will travel along Kentucky’s Purchase Parkway and cross the state line into Obion County.
At press time today, it was estimated the convoy would be arriving sometime between 1 and 2 p.m. and would travel along Highway 51 around Union City and toward Troy.
About 300 soldiers total will be in and around Troy all day Wednesday for a special training mission that will help prepare them for real combat scenarios. The action is set to begin this afternoon when the caravan of about 50 military vehicles rolls into the Dugger family farm near Troy to set up camp.
Several helicopters will be flying in Wednesday morning from Fort Campbell to provide support and will be landing at designated locations as they drop off troops for the training mission. The full-blown assault exercise is scheduled to involve 10 Blackhawks, a medivac Blackhawk, four Kiowa Warriors and two Apache gunships.
Ricky Dugger of Troy — who will be the “high value target” for the operation and whose family enjoys a special relationship with the soldiers — said this morning he is getting “more and more excited” as he anticipates the arrival of the troops and the start of the military exercise.
The military has named the training mission Operation Diomedes, a reference to a leader of the Greeks in the Trojan War who was reported to be a ferocious warrior and was said to have killed and wounded many Trojans. Ironically, one of the landing locations for Wednesday’s exercise will be Trojan Park in Troy.
Simultaneous landings are scheduled for 11 a.m. Wednesday at the spec building in Troy’s industrial park, at the activities building at Troy First Baptist Church and at the town’s ball fields at Trojan Park. Dugger is scheduled to be taken captive during a landing at 11:40 a.m. at Hoyt Sampson’s farm off Old Troy Road in Troy.
Another landing is scheduled for 1:15 p.m. Wednesday at Hillcrest Elementary School’s football field, where simulated casualties will be brought in by vehicles and loaded onto helicopters, according to Dugger.
Designated viewing areas will be set up at all of the landing sites during the exercise, which will allow the public to view the operation from safe distances. Dugger said the community is encouraged to come out to see the operation in action.
The public will also be allowed to meet the soldiers and see the helicopters up close after 3 p.m. Wednesday at the Dugger family farm on Dugger Road, five miles west of Troy.

WASHINGTON - The Obama administration will review the procedures under which the United States detains about 380,000 illegal immigrants a year, exploring the use of converted hotels and nursing homes as it seeks to transform a prison-based system into one tiered according to the risk posed by individual detainees, officials said yesterday.
Detailing an overhaul announced in broad terms in August, Homeland Security Secretary Janet Napolitano and John Morton, assistant secretary for Immigration and Customs Enforcement, said the measures were intended to make the nation's much-criticized, $2.6 billion-a-year immigration detention system safer and more efficient, without adding to its costs.
The changes come as President Obama has been pressured by immigrant advocates to reform a 32,000-bed system that has quadrupled in size since 1995, while he has said that tough enforcement policies are key to winning approval by Congress for any push to legalize illegal immigrants.
"We accepted that we were going to continue to have - and increase, potentially - the number of detainees, so with that, we want to accomplish several goals," Napolitano said, including greater federal oversight and accountability of more than 300 local jails, state prisons, and private facilities.
Napolitano said that by next October, ICE would rank detainees by flight risk and public danger, set new detention-facility requirements based on those risk levels, and issue bids for two new-model detention centers.
Morton will meet with contractors at the end of this month to explore converting residential facilities to house noncriminal and nonviolent persons, such as those seeking asylum, that could be cheaper to operate and less restrictive for occupants.
On Sept. 1, ICE housed about 31,075 illegal immigrants. Of those, 51 percent were felons; 11 percent of those had committed violent crimes.
Morton also said ICE would implement a medical classification system within six months to identify detainees with special health needs.
The agency vowed to speed up efforts to provide an online detainee-locator system for attorneys, family members, and others, and to provide Congress this fall with a plan to implement less costly alternatives to detention, such as remote supervision using electronic bracelets. As of Sept. 1, ICE supervised 19,169 illegal immigrants in alternative programs.
After the news conference. Sen. Charles E. Schumer (D., N.Y.) called the focus on detention misguided, since about half of ICE detainees have no criminal record and await deportation for administrative violations. "It would be more cost-effective to track these individuals with an electronic monitoring device than to build brand-new facilities to detain them," he said.
Civil-liberties groups said that they were encouraged but that fundamental reforms were needed to ensure due process and access to legal counsel for illegal immigrants who are sometimes wrongfully deported or detained for years.
"Meaningful reform of the system must focus not only on the conditions under which immigrants are being detained, but on why they are being detained in the first place," said Judy Rabinovitz, deputy director of the American Civil Liberty Union's Immigrants' Rights Project.
Eleanor Acer of Human Rights First said asylum applicants who had been detained should be able to ask courts to review those decisions.

The Department of Justice has finally admitted it in court papers: The nation’s telecom companies are an arm of the government — at least when it comes to secret spying.
Fortunately, a judge says that relationship isn’t enough to squash a rights group’s open records request for communications between the nation’s telecoms and the feds.
The Electronic Frontier Foundation wanted to see what role telecom lobbying of the Justice Department played when the government began its year-long, and ultimately successful, push to win retroactive immunity for AT&T and others being sued for unlawfully spying on American citizens.
The feds argued that the documents showing consultation over the controversial telecom immunity proposal weren’t subject to the Freedom of Information Act since they were protected as “intra-agency” records:
“The communications between the agencies and telecommunications companies regarding the immunity provisions of the proposed legislation have been regarded as intra-agency because the government and the companies have a common interest in the defense of the pending litigation and the communications regarding the immunity provisions concerned that common interest.”
U.S. District Court Judge Jeffery White disagreed and ruled on September 24 that the feds had to release the names of the telecom employees that contacted the Justice Department and the White House to lobby for a get-out-of-court-free card.
“Here, the telecommunications companies communicated with the government to ensure that Congress would pass legislation to grant them immunity from legal liability for their participation in the surveillance,” White wrote. “Those documents are not protected from disclosure because the companies communicated with the government agencies “with their own … interests in mind,” rather than the agency’s interests.”
The feds were supposed to make the documents available Friday, but in a motion late Thursday, the Obama administration is asking for a 30-day emergency stay (.pdf) so it can file a further appeal.

World's police forces urged to share intelligence

SINGAPORE (AP) – The world's police forces must urgently boost the sharing of intelligence to fight transnational criminals including terrorists, who have become more technologically savvy than authorities, an international conference heard Monday.
In an impassioned speech, Pakistan's Interior Minister Rehman Malik told an annual meeting of Interpol that terrorism, drug trafficking and money laundering need the urgent attention of the world.
Pakistan, a front-line state in the fight against the Taliban and al-Qaida terrorists, has experienced all three types of crimes firsthand, said Malik, warning that they can quickly spread to the region and the world if not tackled jointly by the international community.
"Terrorists have no boundaries, no religion," he said at the conference of the International Criminal Police Organization, or Interpol, and the United Nations. "This is the time we have to sit together and put our heads together. The cooperation needs to be even more effective."
The Lyon, France-based Interpol was created in 1923 and is the world's largest international police organization with 187 member countries. It facilitates cross-border police cooperation and focuses on terrorism, organized crime and the trafficking of drugs, weapons, and humans.
Singaporean Prime Minister Lee Hsien Loong, who opened the four-day conference, said that while globalization may have bought untold benefits to countries, it has also made crime global.
"Using modern communications tools, criminals can freely exchange information," he said. "Jihadist terrorism, drug trafficking, human trafficking, and cybercrime are all global in scale and transnational in nature."
To deal with new crimes and more sophisticated criminals, it is necessary for the police to become smarter and better equipped, he said.
Besides teaching their police officers the latest technologies that can be misused by criminals, countries must "cooperate more closely with one another, by sharing intelligence, watching for international fugitives and conducting joint enforcement action," Lee said.
"Only by working together can we effectively tackle transnational crime and terrorism," he said. "When good gains a foot, evil adds a yard. As you upgrade your knowledge, skills and equipment, you can be sure that criminals are doing the same."
Making a similar point, Bangladesh's Home Minister Shahara Khatun noted that transnational criminals and syndicates are "much ahead of national police agencies in terms of technological advancement."
"This has to be tackled globally through forging global unity among communities. The best possible ways are to deal effectively with sharing actionable intelligence," she said.
Meanwhile, the South Korea government said it plans to propose at the conference the creation of an international organization tasked with countering cyberterrorism.
