"Daily Telegraph" cytuje wypowiedź Stelli Rimington dla jednej z hiszpańskich gazet, że rząd straszy społeczeństwo terroryzmem, aby uzyskać zgodę na wprowadzenie kolejnych ograniczeń swobód obywatelskich. W efekcie zwyciężają terroryści, którzy chcą, żebyśmy żyli w strachu i w państwie policyjnym.

Pilotless planes used to track the Taliban could soon be hovering over our streets, it has emerged.
Remote-controlled drones are already used widely by the military. Now ministers believe they are likely to become 'increasingly useful' for police work.
Armed with heat-seeking cameras, the Unmanned Aerial Vehicles would hover hundreds of feet in the air, gathering intelligence and watching suspects.
n theory, their advantages are clear. They are cheaper and quieter than conventional helicopters, can circle their target for hours without refuelling - and they don't get bored on long surveillance missions.
However, their use is likely to further fuel concerns about our march towards a Big Brother state. Britain already has more CCTV cameras than the rest of Europe put together.
More than four million closed-circuit TV cameras cover the streets; cars are monitored using cameras that check registration plates and a new law will see footage taken of shoppers buying alcohol.
The plan to deploy 'spy in the sky' planes is outlined in the Home Office's latest Science and Innovation Strategy. It says: 'Unmanned Aerial Vehicles are likely to be an increasingly useful tool for police in the future, potentially reducing the number of dangerous situations the police may have to enter and also providing evidence for prosecutions and support police operations in "real time".'
Two years ago, Tony McNulty, then a Home Office minister, acknowledged that scientists were exploring the use of UAV technology for a 'range of policing and security applications'.
They could be used by MI5 to watch a suspect's address for long periods or track a car for miles.
The drones could also help officers plan raids in locations that are hard to reach, to record and monitor accidents or to spot speeding offences or reckless or uninsured drivers.
Ministers are liaising with the Civil Aviation Authority about the introduction of UAVs, some of which measure as little as 2ft across.
But the document cautions: 'We need to investigate how such vehicles could be used, and their ability to provide high-quality evidence for convictions.'
There are also safety concerns surrounding the planes. Those used by the military are prone to crashes on takeoff and landing. Many have been lost over battlefields.
A trial by Merseyside police, of £30,000 remote-controlled miniature helicopters with still, video or infra-red cameras, highlighted more mundane problems related to battery life and the effects of bad weather on flights.
Mark Wallace, of the Taxpayers' Alliance, said: 'I think a lot of people would be concerned at the Home Office looking to use technology more generally associated with the tribal borders of Pakistan and the fight against terror over British towns to watch the British public.
'It is not necessarily as glamorous or as high-tech, but a bobby snapping cuffs on a criminal is the most productive approach.'

They already track innocent citizens' movements with CCTV, are in cahoots with police over speed cameras, and have been using powers supposed to tackle terrorism to put tails on people suspected of minor 'crimes'.
Now local authorities are putting spy planes in the air to snoop on homeowners who are wasting too much energy.
The data is being used to create colour-coded maps which will enable council officers to identify offenders and pay them a visit to educate them about the harm to the environment and measures they can take.
A scheme is already underway in Broadland District Council in Norfolk, which has spent £30,000 hiring a plane with a thermal imaging camera.

It said the exercise has been so successful other local authorities are planning to follow suit.
But critics have warned the crackdown was another example of local authorities extending their charter to poke their noses into every aspect of people's lives.
Broadland, which covers towns including Aylsham, Reepham and Acle, hired the plane from a Leicestershire-based company for five days at the end of January.
The aircraft took images of homes and businesses, with those losing the most heat showing up as red, while better insulated properties appear blue.
The council's head of environmental services, Andy Jarvis, said the original plan was to target businesses but it was realised the scope could be extended to include residental properties.
'The project we put together was for a plane to go up on various nights flying strips of the district and taking pictures,' he said.
'Through those images, a thermal image photograph can be created in which you can pick out individual properties which are losing a lot of heat.
'We do a lot on domestic energy conservation already and realised it would be useful to see if any of the homes which were particularly hot were properties where people had not insulated their lofts.
'We were also able to look at very cold properties and think we might have picked up people on low incomes who are not heating their homes because they cannot afford to.'
More than half the UK's carbon dioxide emissions come from the domestic sector, which includes property and transport.
Almost 60 per cent of a household's heat is lost through uninsulated walls, lofts and windows, costing the average home £380 a year.
Insultation is estimated to reduce each home's carbon emissions by around two tonnes annually.
The first city in the UK to make a heat-loss map was Aberdeen, while the first local authority in England was Haringey Council, in London - although environmental groups at that time said they viewed the practice as a 'gimmick' of little real value.
The TaxPayers' Alliance has added concerns about the issue of privacy.
Chief executive Matthew Elliott said: 'People are sick and tired of being heckled and spied on by local government and this council has shown an utter disregard for the man on the street.'
He added: 'We're in a recession and you would have thought this council had better ways to spend £30,000.
'Taxpayers are already footing the bill for innumerable advertising campaigns at a time when families are struggling to make ends meet.'
But Conservative-led Broadlands insisted the heat-loss map would allow officers to pinpoint offenders and point out how to get help and grants to improve insulation to cut carbon emissions.
Council leader Simon Woodbridge said the project would 'effectively pay for itself within a few weeks in terms of the amounts of money we can help people to save'.
Lib Dem group leader Stuart Beadle added: 'Cameras are in place all over today and we have to accept them. So long as the right guidelines are in place and it will bring benefits, I think the scheme is a good thing.'
Britain now has more than four million CCTV cameras - a fifth of those in use around the world - and around 8,000 speed cameras.

A grieving mother in Britain was fined $173 for spending too long at her son's coffin before it was taken away for cremation.
Terrie Rouse, 32, said her grief turned to shock when officials told her she had taken too long to say goodbye, The Daily Mail reported.
"The vicar had asked if I would like to spend a bit more time saying goodbye," she said. "I sat by the coffin for 10 minutes, telling my son how much we loved him and begging him not to be scared."
Officials at the crematorium, run by a local English council, impose an extra charge if any funeral runs over its 30-minute slot.
However, the couple's funeral directors said there was plenty of time for the next funeral which was not due to take place for another 50 minutes.
Rouse’s partner, Lee Smythe, said the fee was "sick and disgusting.""Terrie was weeping hysterically," he said. "She just wanted a few extra minutes to say goodbye to our much-loved little boy."
The couple’s son, Zane, died at five weeks from Sudden Infant Death Syndrome on April 9.
The family waited three months before they could have a funeral to allow for tests to be carried out.
"It was distressing enough having to wait for the funeral because we were left in limbo, but this has just made it all worse," Smythe said.

Britain has one and a half times as many surveillance cameras as communist China, despite having a fraction of its population, shocking figures revealed yesterday.
There are 4.2million closed circuit TV cameras here, one per every 14 people.
But in police state China, which has a population of 1.3billion, there are just 2.75million cameras, the equivalent of one for every 472,000 of its citizens.
Simon Davies from pressure group Privacy International said the astonishing statistic highlighted Britain's 'worrying obsession' with surveillance.
'Britain has established itself as the model state that the Chinese authorities would love to have,' he said.
'As far as surveillance goes, Britain has created the blueprint for the 21st century non-democratic regime.
'It was not intended but it has certainly been the consequence.'
It is estimated that Britain has 20 per cent of cameras globally and that each person in the country is caught on camera an average of 300 times daily.
The Chinese Government revealed the number of cameras it has as it announced plans to expand CCTV surveillance.
It began widespread installation of cameras in 2003 to bolster its system of extreme state control which hails back to the dark days of Chairman Mao Zedong’s Cultural Revolution.

The government also deploys millions of security personnel, which include uniformed, official security guards who work along side police, patrolling the streets and others who bug phones, scour the internet for sensitive material and block international TV news bulletins.
China's Public Security Ministry said in the news release that its cameras are the most visible components of police surveillance and notification systems installed around the country.
Most of the cameras are in urban areas, with 265,000 in the capital Beijing alone, but the government said it plans to expand the use of security cameras in the countryside.
It said the increase would 'put the safety of the broad masses of the people first and foremost.'
It also intends to combine surveillance cameras with new face recognition software, which has raised concerns about how the equipment will be used. It is not clear how many surveillance cameras in China use such software.
Figures released today showed that in Britain the number of Big Brother snooping missions by police, town halls and other public bodies has soared by 44 per cent in two years.
One request is made every minute for officials to spy on someone's phone records or email accounts.
Last year there were 504,073 new cases - an average of 1,381 a day. It is the equivalent of one adult in 78 coming under state-sanctioned surveillance under the Regulation of Investigatory Powers Act 2000.

Food crisis could force wartime rations and vegetarian diet on Britons
The British people face wartime rations and a vegetarian diet in the event of a world food shortage, a new official assessment on the UK’s food security suggests today.
Even though the nation is 73 per cent self-sufficient in food production, higher than during the 1950s, the food chain is at risk from global influences such as a worldwide increase in population, climate change bringing extreme weather patterns, higher oil prices and more crops being grown for bio-fuel instead of food.
Supplies in future may also be disrupted by animal disease outbreaks, disruption of power supplies, trade disputes and interruptions for shipping and at ports.
The UK however has one of the highest cereal production capabilities in the world with seven tonnes grown per hectare, compared a world average of 3.3 tonnes per hectare.
In the event of an extreme event, cereal crops would be used to feed the nation and ensure that each person received sufficient daily calories.
But people would have to consume less — the average number of calories eaten per day in the early 1960s was about 2,100, whereas the most recent figure compiled by the United Nations Food and Agriculture Organisation is 2,800.
Even during the Second World War Britain did not have to rely wholly on domestic food production, but Hilary Benn, the Cabinet Minister with overall responsibility for food policy, has ordered officials to prepare for a scenario where the country could feed itself.
In the event of an extreme emergency the most dramatic consequence would be every person eating a predominantly vegetarian diet — more cereals, fruit and vegetables and less meat and poultry. Cereals used to feed farm animals would be shifted into human food production.
A paper setting out the food security assessment states that the food on offer would be “a highly restricted, if sufficiently nutritious diet”.
One of the biggest threats to the supply chain would be restrictions in trade of meat and poultry from Argentina and Brazil or of GM soya, the main commodity used to feed livestock in Britain.
The threat of climate change however will also require new growing techniques such as reduced water usage in agriculture.
In times of normal trading, however, the Government also wishes to ensure that the nation eats a healthier diet and is particularly concerned that low-income households are able to afford fresh fruit and vegetables.
Ministers are also anxious that consumers have confidence in the safety of food and further work is to be undertaken to help reduce the incidence of food poisoning caused by common bugs such as salmonellas, listeria, E.coli and campylobacter. Hygiene inspections at food outlets by local authority enforcement officers is likely to be stepped up.
Mr Benn today called for a radical rethink on the way the UK produces food. He also insisted that GM crops in future could help boost food production especially if some varieties were drought-resistant or required less water, fertilisers and pesticides.
He backed the need for GM crop trials to find out the facts about the new technology and to use the science to boost production.
“We need a radical rethink in how we produce and consume food. Globally we need to cut emissions and adapt to the changing climate that will alter what we can grow and where we can grow it. We must maintain the natural resources — soils, water and biodiversity — on which food production depends.”
“And because we live in an interconnected world — where the price of soya in Brazil affects the price of steak at the local supermarket — we need to look at global issues that affect food security here. That’s why we need to consider what food systems should look like in 20 years and what must happen to get there.”
He is anxious to engage the wider public in debate about the future of the country’s food security as well as how best to help people eat healthier diets and to ensure that new production techniques do not damage the UK’s natural resources.
A new UK food strategy is to be published before the end of the year.

Britain facing blackouts for first time since 1970s
Britain is facing the prospect of widespread power cuts for the first time since the 1970s, government projections show.

Demand for power from homes and businesses will exceed supply from the national grid within eight years, according to official figures.
The shortage of supplies will hit the equivalent of many as 16 million families for at least one hour during the year, it is forecast.
Not since the early 1970s when the three-day week was introduced to preserve coal has Britain faced the prospect of reationing energy use.
The gap between Britain’s energy needs and demand throws fresh doubt on the Government’s assertion that renewable energy can make up for dwindling nuclear and coal capabilities.
Over the next 10 years, one third of Britain’s power-generating capacity needs to be replaced with cleaner fuels. But last night the Conservatives said that Labour had refused to face up to the problem.
The admission that Britain will face power-cuts is contained in a document that accompanied the Government’s Low Carbon Transition Plan, which was launched in July.
Ed Miliband, the Energy and Climate Change Secretary, outlined the plan amid much fanfare.
Under the plan, 40 per cent of the UK’s electricity will need to come from low-carbon energy sources including clean coal, nuclear and renewables.
Accompanying the report is an appendix, only published online, which warns of power shortages. It details supplies and expected demand between now and 2030.
It highlights the first short-fall in 2017. The “energy unserved” level reaches 3000 megawatt hours per year.
That is the equivalent of the whole of the Nottingham area being without electricity for a day.
By 2025 the situation worsens with the shortfall hitting 7000 megawatt hours per year. That is the equivalent to an hour-long power cut for half of Britain.
Greg Clark, the shadow climate and energy change secretary, said: “Britain faces blackouts because the Government has put its head in the sand about Britain’s energy policy for a decade. Over the next 10 years we need to replace one third of our generating capacity but Labour has left it perilously late, and has been forced to admit they expect power cuts for the first time since the 1970s.
“The next government has an urgent task to accelerate the deployment of a new generating capacity, and to take steps to ensure that as a matter of national security there is enough capacity to provide a robust margin of safety.”
Mr Clark also pointed out that the scale of the blackouts could in fact be three times worse than the Government predictions. He said some of the modelling used was “optimistic” as it assumes little or no change in electricity demand up until to 2020.
It also assumes a rapid increase in wind farm capacity. There is also the assumption that existing nuclear power stations will be granted extensions to their “lifetimes".
The last time Britain experienced regular power cuts because of shortages of supply was in the early 1970s, when a miners' strike caused coal restrictions. The country was forced to do everyday tasks by candlelight and a three-day week was imposed on all but essential services to try and conserve electricity.
The looming problem in Britain is caused by the scheduled closure by 2015 of nine oil and coal-fired power plants. They are the victim of an EU directive designed to cut pollution.
In addition, four existing nuclear power plants are set to be shut, adding to the need for new sources of energy.
Labour failed for several years to commit to a new generation of nuclear power stations. Several reviews and rows with the green lobby delayed any definitive statement on the issue.
The Government has now given the go-ahead for a new generation of nuclear power, but it remains up to private energy firms to build the plants. Ministers have been urged by business and the power companies to provide more incentives to make building new power stations more attractive.
As yet no new nuclear power stations have been put forward for approval by the Government.
The privatised power stations have been slow to commit to building new capacity because of Government intransigence and their own misgivings over whether profits can be made.
If plans are approved for new nuclear power stations then they will trigger public consultations and possible inquiries, further delaying the day when new electricity sources can be switched on.
It means that there will not be any new nuclear power stations before 2018. Any drive for renewables, in particular wind farms, is unlikely to meet the gap left.
Under Mr Miliband’s new plan it is predicted that by 2020 there will be around 30 per cent of electricity coming from renewables, 10 per cent from Carbon Capture and Storage - even though the technology is still not certain – and only about 8 per cent from nuclear, which is about half of the current level.
There will be huge reliance in the short term on gas, with up to 50 per cent of electricity coming from gas fired power stations.
Despite the belated commitment for new nuclear power stations, Mr Miliband has expressly ruled out giving any financial help to companies contemplating the move. The CBI had hoped that the Energy and Climate Secretary would help by putting a floor of the carbon price and therefore acting as an incentive.
Only a few existing nuclear sites like Sizewell B in Suffolk will still be generating electricity in 2020.
A spokesman for the Department of Energy and Climate Change said: “We are moving in the right direction towards low carbon energy but we are
in transition, we can’t just click our fingers and expect to end carbon emissions overnight. In the near turn there will be a need for the continued use of fossil fuels.
“We’re determined the imports of those fuels should be diverse and the emissions from them capped by the emission trading scheme. We will need to import more gas in the short term – that’s why diversifying our import options for gas is important – something else that is happening already.”

The makers claim the GPS tracking device will offer anxious parents peace of mind and allow children the independence to go out to play on their own.
But critics have said the 'tagging' is a step too far in the climate of paranoia over child safety.
The num8 watch, pictured above, costs £149.99 and can be securely fastened to a child's wrist, triggering an alert if forcibly removed.
Parents will be able to see their child's location on Google maps by texting 'wru' to a special number, or clicking 'where r you' on the secure website linked to the device. The street address and postcode will be displayed.
Safe zones can also be set up in which children can play. An alert will be sent to the parents if the child strays out of that area.
Steve Salmon, of makers Lok8u, said: 'Losing your child, if only for a brief moment, leads to a state of panic and makes parents feel powerless. The overriding aim of num8 is to give children their freedom and parents peace of mind.'
But Dr Michele Elliott, director of children's charity Kidscape, said: 'Is the world really that unsafe that parents need to track their children electronically? I don't think so.'

Patients will be fitted with a microchip in their shoulder to remind them to take their medicine, under a new scheme being developed by a drugs company.
Older people will be given pills containing a harmless microchip that sends a signal to the chip in the shoulder when the pill is taken.
But if the pill is not taken by the forgetful patient, the chip in the shoulder will then send a text to a carer or the patient to remind them.
Swiss pharmaceutical group Norvatis is developing the electronic pill that it hopes will reduce the number of patients who have to be supervised taking their medicine.
Joe Jiminez, head of pharmaceuticals at Novartis, said tests of the 'chip in the pill' to a shoulder receiver chip had been carried out on 20 patients.
The experiment with a drug that lowers blood pressure had increased the amount of times patients had taken their medicine on time from 30 per cent to 80 per cent in six months.
Drug companies are keen to improve 'compliance' rates among patients as most end up not taking their correct dosages because of unpleasant side effects or a failure to gain symptoms quickly.
Medical companies hope it will reduce the number of hospitalisations from patients whose conditions have deteriorated from not taking their drugs.
Mr Jiminez said: 'This industry is starting to explode.' He added that his company would have to work closely with medical watchdogs and doctors.
Rival drug company Pfizer recently developed an automated system to telephone patients to encourage them to take their medicine.

Dyrekcja Purford Green Primary School twierdzi, że jeżeli uczeń używa nieodpowiedniego języka, lub terminologii, która może być uznana za agresywną, musi ponieść konsekwencje, a my jesteśmy odpowiedzialni żeby wytłumaczyć mu, że jest to złe.

He said he was awoken by an "almighty noise and vibration" at 0100 BST on 18 September.
"My first reaction was that it was an earthquake," he said.
"It was a clear night but pitch black and I could feel the vibrations beating against my chest - very frightening.
"That was when I realised it must be a helicopter really low and very close. I couldn't see any navigation lights from the direction of the noise so I shone my torch."
Mr Merriott said he found it hard to be believe the pilot would have lost control in the face of his torch.
"Don't tell the Taliban that all they need is a 10-quid torch to bring down some of our finest young fliers in their multi-million pound, high-tech gunships," he said.
The Ministry of Defence said the shining of any kind of light at a helicopter was dangerous because pilots could be dazzled.
