E-citizens unite: Estonia opens its digital borders
Estonia has invited people to register as e-residents - a step towards a world where a person’s identity online matters just as much as their identity offline
ESTONIA flung open its digital borders last week. The eastern European country invited anyone, anywhere, to open a bank account or start a business. By the end of the year, anyone with an internet connection will be able to live their financial life in Estonia, all without being physically present.
Such e-residency, as it is known, is a step towards a world where a person's online identity matters just as much as their offline identity; where the location of data, rather than documents, is more important.
"This is the beginning of the erosion of the classic nation state hegemony," says John Clippinger, a digital identity researcher at the Massachusetts Institute of Technology. "It's going to get whittled away from the margins."
Max Ischenko – a Ukrainian entrepreneur who runs a job site called Djinni – is signing up. "It's very complicated to do business from Ukraine," he says. "For instance, I can't sign up for Paypal Business payments, because it's not available."
Crucially, Estonia offers firms a foothold in the European Union single market. Taavi Kotka, the Estonian government's chief information officer, says they are aiming to have 10 million non-Estonian e-residents signed up by 2025. More than 4000 are already lining up.
Getting e-residency in Estonia will require going there to have your identity verified - and fingerprints and face biometrics taken by border police. But Kotka says they are working on letting people sign up at Estonian embassies. For Estonia, embassies will no longer just be about extending the country's physical presence into other countries - but about extending their digital reach too.
E-residents don't get citizenship in the traditional sense - they can't apply for passports and visas, or vote in elections. But Kotka acknowledges that if all goes as planned, the new cohort of e-Estonians will have to have a say in any future changes to the country's corporate tax structures, for instance, and perhaps more.

Ciekawie to wygląda. Są już jakieś bardziej praktyczne informacje? Z tekstu rozumiałem, że generalnie rzecz w tym żeby dało się prowadzić biznes w Estonii bez zbędnych i upierdliwych formalności.

Oficjalny, wydawany przez rząd dokument daje dostęp do systemu edukacji, opieki zdrowotnej czy bankowości, a każdy z elektronicznym identyfikatorem będzie mógł w wiążący sposób podpisywać elektroniczne dokumenty i załatwiać inne sprawy przez internet.
Jednocześnie nie oznacza on automatycznie prawa pobytu, zwykłego obywatelstwa czy też prawa wjazdu na teren Estonii - traktować go należy raczej jako formę identyfikacji pozwalającą załatwić wiele spraw w Estonii w dużo łatwiejszy sposób."
Firmę oczywiście mając podpis elektroniczny, który będzie przy tym wydawany, też będziesz sobie mógł otworzyć online.

Estonia aiming to be a global e-commerce superpower
The small Baltic country of Estonia hopes digital innovation will turn it into a global superpower in e-commerce by offering foreigners e-residency IDs, and opening the door to doing business online throughout the European Union.
Estonia says it is the first country to offer e-residency identification cards to people worldwide, and the novel venture dubbed "10 million Estonians" is set to take effect in December.
"Estonia has reached the limit of growth that can be achieved through savings and efficiency, so in order to keep our country growing, we need to increase the client base with global companies that are connected to the Estonian economy," says Taavi Kotka, a former IT entrepreneur now chief information officer for the EU and eurozone member state.
"We can offer them a hassle-free business and administrative environment and a foothold in the EU," he told AFP, explaining the opportunities outlined on Estonia's e-residency website.
In theory, anyone could apply for e-residency, and for the equivalent of 50 euros ($62), obtain an Estonian digital ID card providing access to a multitude of government and private sector e-services that slash the cost of doing business—without conferring citizenship rights.
Arne Ansper, a cyber-security expert with the Tallinn-based Cybernetica IT company, describes the e-residency ID card as "a tool for secure and legally binding online communication with other parties".
Entrepreneurs from China, India or Saudi Arabia could use e-residency to set up shop in Estonia and do business anywhere in the 28-nation EU via the Internet, says Kotka.
