Art. 1.
W ustawie z dnia 29 sierpnia 2002 r. o stanie wojennym oraz o kompetencjach Naczelnego Dowódcy Sił Zbrojnych i zasadach jego podległości konstytucyjnym organom Rzeczypospolitej Polskiej (Dz. U. Nr 156, poz. 1301, z późn. zm.[2])) w art. 2:
1) ust. 1 otrzymuje brzmienie:
„1. W razie zewnętrznego zagrożenia państwa, w tym spowodowanego działaniami o charakterze terrorystycznym lub działaniami w cyberprzestrzeni, zbrojnej napaści na terytorium Rzeczypospolitej Polskiej lub gdy z umowy międzynarodowej wynika zobowiązanie do wspólnej obrony przeciwko agresji, Prezydent Rzeczypospolitej Polskiej może, na wniosek Rady Ministrów, wprowadzić stan wojenny na części albo na całym terytorium państwa.”;
2) po ust. 1 dodaje się ust. 1a i 1b w brzmieniu:
„1a. Przez zewnętrzne zagrożenie państwa, o którym mowa w ust. 1, rozumie się celowe działania, godzące w niepodległość, niepodzielność terytorium, ważny interes gospodarczy Rzeczypospolitej Polskiej lub zmierzające do uniemożliwienia albo poważnego zakłócenia normalnego funkcjonowania państwa, podejmowane przez zewnętrzne w stosunku do niej podmioty.
1b. Przez cyberprzestrzeń, o której mowa w ust. 1, rozumie się przestrzeń przetwarzania i wymiany informacji tworzoną przez systemy teleinformatyczne, określone w art. 3 pkt 3 ustawy z dnia 17 lutego 2005 r. o informatyzacji działalności podmiotów realizujących zadania publiczne (Dz. U. Nr 64, poz. 565, z późn. zm.[3])), wraz z powiązaniami pomiędzy nimi oraz relacjami z użytkownikami.”.
Art. 2.
W ustawie z dnia 21 czerwca 2002 r. o stanie wyjątkowym (Dz. U. Nr 113, poz. 985, z późn. zm.[4])) w art. 2:
1) ust. 1 otrzymuje brzmienie:
„1. W sytuacji szczególnego zagrożenia konstytucyjnego ustroju państwa, bezpieczeństwa obywateli lub porządku publicznego, w tym spowodowanego działaniami o charakterze terrorystycznym lub działaniami w cyberprzestrzeni, które nie może być usunięte poprzez użycie zwykłych środków konstytucyjnych, Rada Ministrów może podjąć uchwałę o skierowaniu do Prezydenta Rzeczypospolitej Polskiej wniosku o wprowadzenie stanu wyjątkowego.”;
2) po ust. 1 dodaje się ust. 1a w brzmieniu:
„1a. Przez cyberprzestrzeń, o której mowa w ust. 1, rozumie się przestrzeń przetwarzania i wymiany informacji tworzoną przez systemy teleinformatyczne, określone w art. 3 pkt 3 ustawy z dnia 17 lutego 2005 r. o informatyzacji działalności podmiotów realizujących zadania publiczne (Dz. U. Nr 64, poz. 565, z późn. zm.[5])), wraz z powiązaniami pomiędzy nimi oraz relacjami z użytkownikami.”.
Art. 3.
W ustawie z dnia 18 kwietnia 2002 r. o stanie klęski żywiołowej (Dz. U. Nr 62, poz. 558, z późn. zm.[6])) w art. 3:
1) w ust. 1 po pkt 3 kropkę zastępuje się przecinkiem i dodaje się pkt 4 w brzmieniu:
„4) cyberprzestrzeni – rozumie się przez to przestrzeń przetwarzania i wymiany informacji tworzoną przez systemy teleinformatyczne, określone w art. 3 pkt 3 ustawy z dnia 17 lutego 2005 r. o informatyzacji działalności podmiotów realizujących zadania publiczne (Dz. U. Nr 64, poz. 565, z późn. zm.[7])), wraz z powiązaniami pomiędzy nimi oraz relacjami z użytkownikami.”;
2) ust. 2 otrzymuje brzmienie:
„2. Katastrofę naturalną lub awarię techniczną mogą wywołać również zdarzenia
w cyberprzestrzeni oraz działania o charakterze terrorystycznym.”.
Art. 4.
Ustawa wchodzi w życie po upływie 14 dni od dnia ogłoszenia.

AntiSec dumps Monsanto data on the Web
Anonymous continued its ongoing attack on agricultural biotech giant Monsanto today by publishing an outdated database of the company's material. This is the newest in a barrage of strikes from hackers aligned with Anonymous who operate under the "AntiSec" banner.
In a statement posted with the database on a Pastebin site, the hacktivist group wrote it was aware that exposing the database would not do much harm to Monsanto but warned it would continue to target the company for what it sees as wrong.

Na profilu Anonymous Polska na Facebooku pojawiły się informacje na temat akcji, która rozpoczęła się dziś po godzinie 17. Wśród stron, jakie padły ofiarą tej grupy, znalazły się m.in.: Sąd Rejonowy w Bydgoszczy, Sąd Rejonowy w Inowrocławiu, Prokuratura Okręgowa w Poznaniu, czy strona notariusze.pl. Nie działa także strona Narodowego Funduszu Zdrowia oraz Zakładu Ubezpieczeń Społecznych. Na stronach najczęściej pojawia się informacja: "Kościół niszczy wiarę. Media niszczą informacje. Politycy niszczą wolność. Szkoły niszczą wiedzę. Sądy niszczą sprawiedliwość. Lekarze niszczą zdrowie".
Ps. Co niektore jak strona prokuratury w Poznaniu juz dzialaja, inne sie nie laduja badz wyskakuje wyzej zamieszczony komunikat.

Al-Qaeda’s online forums go dark for extended period
No one has publicly claimed responsibility for disabling the sites, but the breadth and the duration of the outages have prompted some experts to conclude the forums have been taken down in a cyberattack — launched perhaps by a government, government-backed organization or hacking group.
The first Web site, Shumukh al-Islam, a primary source for al-Qaeda videos and messages, went down on March 22, and since then four others have gone dark. The administrator of a second-tier al-Qaeda site recently posted a message on an online forum saying that “the media arena is witnessing a vicious attack by the cross and its helpers on the jihadi media castles.”
Officials in the United States and elsewhere have long been concerned by sites associated with al-Qaeda. Those sites have been used to call for violence against Western targets and to try to recruit Islamic extremists to carry out attacks.
There remains uncertainty over whether the recent outages were caused by a cyberattack at all, and some skeptics note that some prominent al-Qaeda forums remain online. U.S. government agencies, including U.S. Cyber Command, had no role in the outages, according to officials who would speak about the issue only on condition of anonymity.
Still, Will McCants, a former State Department counterterrorism official who is now a senior fellow at the Homeland Security Policy Institute at George Washington University, said given the number of sites down and the duration of the outages, “it sure looks like a takedown.”
If it were a technical problem being addressed by site administrators, “usually they will get on another site and say we’ve got administrative problems,” McCants said.
The last lengthy blackout of al-Qaeda Web forums took place in the summer of 2010, when British intelligence officials disrupted the launch of an online magazine produced by the network’s affiliate in Yemen.
In that case, the most prominent al-Qaeda site at the time, al Fallujah Web forum, was dark for at least seven days, said Evan Kohlmann, senior partner at Flashpoint Global Partners, which tracks the sites, which are mostly in Arabic language. The magazine appeared on the restored forum about two weeks later.
Although he generally sees the disruption of al-Qaeda Web sites as a fruitless game of whack-a-mole, Kohlmann said the most recent outages have clearly begun to affect jihadi communications.
“At least temporarily, the social networking among jihadists has been disrupted,” he said. “The remaining forums are really struggling to attract the participation of users.”
For years, U.S. intelligence officials have relied on al-Qaeda forums to gather insights into conversations among extremists. Some officials have argued against attempts to shut down the forums, saying they provide valuable intelligence.
At the same time, any cyberattack, even one that shut down an online forum only briefly, could temporarily stifle extremist activity, or perhaps just sow confusion and distrust among users.
Said one U.S. official: “It’s a good thing whenever a terrorist Web site goes offline.”
Regardless of the cause of the latest outages, if they persist, the larger consequences could be far-reaching, said A. Aaron Weisburd, a senior fellow at the Homeland Security Policy Institute who runs Internet Haganah, a site that tracks jihadi forums.
The loss of primary forums such as Shumukh and al-Fida’ would deprive al-Qaeda of control over its message, he said. “It leaves the rank-and-file to guess which messages and which messengers are genuine al-Qaeda, and provides undercover operators with new opportunities to disrupt the movement,” he said.
Comments on the handful of Arabic-language forums that remain online reflect the frustration and defiance among users.
“Life without Shumukh and Fida’ is unbearable ... they are the Titanic supporting the foundation for the triumphant sects fighting in Iraq, Yemen, Somalia,” a user identifying himself as Fata Musslim Ghayoor said on the Ansar al-Mujahideen Arabic Forum on Thursday, according to a Flashpoint translation.
“The forums will return,” commented a user identified as “Azam” on a different site. “We are in a media battle with the enemies of Allah. ... Even if Shumukh is gone, a thousand other Shumukhs will be born.”
Philip Mudd, a former longtime CIA and FBI counterterrorism expert, said he understands the intelligence value the sites have. But as the al-Qaeda movement loses ground, he said, “maybe the more important issue is how do we now get more aggressive in shutting down any effort they have to spread the message?” (...)

International Police Association website defaced by Anonymous Hackers
Anonymous hackers deface International Police Association http://ipa-iac.org (IPA) on Friday afternoon and Anonymous hackers responsible left an angry message on the website's homepage, stating that they defaced the page "for the lulz" (for fun) but also warned that they might have stolen some "sensitive data."
A message posted at the top of the page reads, "oHai [hello]... International Police Association (International Admin Center) you will see we haz [had] some #LULZ at your expense maybe you will fix your security issues and of course... we always recommend you NOT store admin passwords in PLAINTEXT For a site like International Police Association... w3 [we] really expected moar [more]... #LULZ the thin..."
The International Police Association is the largest organization for police officers in the world according to Wikipedia, and is not connected to Interpol http://www.interpol.int/ . The IPA was founded by English police sergeant Arthur Troop in January 1950 under the model "Service Through Friendship" with the goal of creating friendly links to encourage cooperation between police officers across the world. The organization currently has around 400,000 members in 64 countries. Its main offices are based in Nottingham, England.
The message continues to boast that Anonymous cannot be stopped because "There is no head to cut off motherfu--kers!!!" Before concluding with the words, " F--k the police!!!!"

Breaking! Bank of America hacked by Anonymous
This morning a leak made by Anonymous has been released involving Bank of America's intelligence reports distributed via @AnonymousIRC. Apparently, AnonymousIRC clams that bank of America is taking down all the paste created on the leak. Obviously this is something Bank of America wants to keep hush from the general public. So to oblige their request, CyberWarZone has decided to publish Anonymous findings for the whole world to see.
We have anchored at U.S. shores again to accept a consignment of a data package that probably belongs to our dear friends at Bank of America, though lots of contractors and subsidiaries (aka lackeys) are involved as usual.
It is a known fact that Bank of America is paying contractors to discredit journalist and sabotage their work as well as spying on the Occupy Movement and Anonymous ever since. It was to be expected that these efforts continue and it was also expected that their security remains - at best - lousy.
To start with, we present you about 320mb of internal reports and and emails assembled for Bank of America by a sub-contractor named TEKSystems (who in turn are a subsidiary of the Allegio Group whose founder also owns the Baltimore Ravens). These reports and emails are mostly "information" gathered on public channels on the Anonymous IRC networks irc.anonops.com and irc.voxanon.net.
We were geniously amused by the fact that there are actually paid analysts sitting somewhere, reading the vast amount garbage that scrolls by in large public channels like #anonops and #voxanon. Even more amusing is the keyword list that was found, containing trigger words like "Jihad" or "Homosexual".

Anonymous strikes Wall Street CEOs, leaks personal information
Declaring “the guilty must pay,” Anonymous has released 4.6 gigabytes of data detailing the personal information of Wall Street CEOs and other high level Wall Street executives.
Links to the data began appearing via Twitter on March 2. AnonymousIRC, a popular Twitter account associated with the international hacktivist collective known as Anonymous, tweeted the following:

The leak is associated with Operation Wall Street, a new protest launched by Anonymous hacktivists against the US government, Wall Street and the financial services industry. The operation seeks justice for those “who have lost their homes and had their lives destroyed” by "the crimes of Goldman Sachs and other firms."

Arabskiej Wiosny w 2012 roku i „zachęcania do tego innych przy użyciu BlackBerry” – chłopak miał 17 lat. Mało tego, jego proces apelacyjny był tajny, dostęp do prawnika ograniczony, sąd nie zawiadomił adwokatów o kilku terminach, nie pozwolił im przesłuchiwać świadków, a także – wedle informacji Amnesty International – przyznanie do winy, które stało się podstawą skazania, zostało wymuszone torturami. 23 września sąd odrzucił ostatnią apelację i od tej chwil Mohammad oczekuje na decyzję króla Salmana, który zatwierdza egzekucje. Najprawdopodobniej chłopak zostanie ścięty, a jego bezgłowe ciało przybite do krzyża i wystawione na widok publiczny. Jego los najpewniej przypieczętuje fakt, iż jest bratankiem szejka Nimra al-Nimra, znanego krytyka króla Salmana i jego polityki – skądinąd także oczekującego na egzekucję.
Arabia Saudyjska, znana ze szczególnie brutalnego i bezwzględnego łamania praw człowieka, właśnie została – pod naciskiem USA – wyróżniona zaszczytną funkcją przewodniczenia panelowi ONZ na temat praw człowieka. Amerykański departament stanu przywitał tę decyzję z radością.
„Szczerze mówiąc, bardzo się cieszymy. Jesteśmy bliskimi sojusznikami, prowadzimy ożywiony dialog, łączy nas z Arabią Saudyjską mocne partnerstwo, które obejmuje wiele kwestii” – oświadczył entuzjastycznie rzecznik departamentu Mark Toner w rozmowie z AP."
