Europe's air transport sector is believed to have lost as much as $3.3bn after the eruption of an Icelandic volcano disrupted air travel across the continent.
Speaking in Brussels on Tuesday, EU Transport Commissioner Siim Kallas said European countries could provide airlines with financial aid in the form of market-rate loans and guarantees.
"The Commission considers that the exceptional circumstances of recent days may justify support measures to offset losses incurred," the EU official said.
The move comes after European airlines demanded government assistance to help them cope with lost revenue and the cost of feeding stranded passengers and providing them with accommodation.
Kallas went on to call for the quick implementation of a long-running project — known as the Single European Sky —to form a unified European air traffic control system.
"Stronger European coordination will not solve every problem. But faced with such a pan-European crisis, it would have enabled a much more agile response," he said.
Over 95,000 flights were cancelled after the towering fountain of ash from Iceland's Eyjafjallajokull volcano grounded flights across Europe, leaving thousands of tourists stranded.
